cause
Exchange Migrator versions up to EM 2.2 do not have the capability to merge on target mailbox-enabled accounts.
fix
Install Exchange Migrator 2.2 Service Pack 1. This service pack adds the capability to merge source mailboxes into Windows 2000 mailbox-enabled target user accounts and into existing target Exchange 5.5 mailboxes.
