symptom
Unable to Enumerate GPOs In a Child Domain Without NetBIOS Enabled

cause
If NetBIOS over TCP/IP is not enabled, the GPOs are not properly enumerated. Enabling NetBIOS over TCP/IP rectifies this problem.

fix
By default, NetBIOS over TCP/IP is enabled. However, in a pure Windows 2000 environment, where WINS name resolution and support for down-level clients is not required, NetBIOS might be disabled. Group Policy Administrator requires NetBIOS over TCP/IP to be enabled.
