cause
The above error message is caused if the user account carrying out the RSoP does not have permission to create a Group Policy Object.
When creating an RSoP, Group Policy Administrator creates temporary Group Policy Objects in the Active Directory and removes them after generating the report. If the user performing the RSoP does not have the necessary rights to create these temporary GPOs, then the above error message is generated.

In version 2.0 a User performing RSoP should have permission to create a GPO. Ideally, they should be a member of Domain Admins or Group Policy Creator Owner groups

This limitation has been removed in version 3.0. NetIQ GPA does not create temporary GPOs. Any user with read permission on AD Objects and SYSVOL will be able to run a RSoP.
