Resolution

symptom
When a policy or pre-task trigger associated with the UserCopy or UserCreate operations fails, the Administration server erroneously creates the target user account and displays the following error message:

    Unable to perform this operation because a pre-task trigger failed.
    The trigger returned an error.

The following error message is written to the Application log on the Directory and Resource Administrator server:

    Event Type:Failure Audit
    Event Source:MCSAdminSvc
    Event Category:UserCopy
    Event ID:16164
    Description:
    Target: OnePoint:// ldap_path ObjectType:User Action:Copy ReturnCode:0xc0044646: The trigger returned an error.

fact
Directory and Resource Administrator 6.30 SP1

symptom
User account created even though the policy or pre-task automation trigger fails.

cause
This issue occurs when the User must change password at next logon flag is enabled and applies to Windows NT domains only.

fix
The above issue was addressed with the release of Hotfix Q11987a for Directory and Resource Administrator (DRA) 6.30 SP1 and is included in all subsequent releases.
