Error: 'An error occurred connecting to the admin server. Cannot connect for the following reason: Call was rejected by callee.' Received When Launching the MMC Client

symptom
After launching the MMC client on the Directory and Resource Administrator server, the following error occurs:

An error occurred connecting to the admin server. Cannot connect for the following reason: Call was rejected by callee.

cause
The above error message can occur if the Remote Procedure Call Locator service is stopped on the domain controllers.

fix
Ensure that the Remote Procedure Call and Remote Procedure Call Locator services are started on the domain controllers. Once the services are started, please close and relaunch the MMC interface to connect to the Administration server.
