The In Active View - Create a Group and In ActiveView - Clone a Group powers give an Assistant Admin (who does not necessarily have a rule granting permission to manage any groups) the ability to create or clone a group in a given ActiveView. After the new group has been successfully added to the domain, Directory and Resource Administrator automatically adds a rule to the ActiveView including that group for management.
