Situation
Jet Engine Error
NetIQmc Service Fails to Start with Error: 'Local-Repository.mdb File is Read-Only'
SQL STATE=01000,Native Error=0, MSG=Access 97 driver general warning database c:\netiq\db\local-repository.mdb is read only, you won't be able to save changes made to data or object definitions in this database.
The NetIQmc Service may fail to start and an event log entry is created with the following text in the event description: The following is the message from NetIQmc:JET engine error:

Resolution
To allow the NetIQmc Service access to the Local Repository:
Set the file permissions on the local-repository.mdb file so that the NT Account used to LogOn As for the NetIQmc Service is allowed to both Read and Write to the file.
Cause
The %\netiq\db\local-repository.mdb file is marked read only. The local-repository.mdb file is used by the NetIQmc Service to track jobs which are running locally.

If the file resides in a NTFS partition, set the file security permissions to Full Control for Administrators and System, and Change permissions for Everyone. Ensure that the Read-Only flag is not set on the file.
