Situation
After migrating to VIBE 4.0.7 P1 -- users can can no longer access their files if there is an extended character in the file name.
You can open the entry to view all the file details and what not, however, when you click the link to download error 500 is displayed.

Resolution
Problem reported to development and is fixed in VIBE version 4.0.8
