Situation

Custom themes do not work with SSR Configuration Editor or Configuration Manger

CSS pages do not work with SSPR management pages

Resolution

This is working as designed. Customized themes only work on the SSPR pages that are displayed to "normal" users. They are not applied to the management pages.
