Archive Migration Error: Exception: List index out of bounds (0)

While attempting to import GroupWise users archives into Retain using the GW Archive Migration tool, getting the error: Exception: List index out of bounds (0) no matter which users archive you are trying to import.

In the GroupWise Personal Archive Migration Utility Configuration utility, make sure that all five fields are properly filled out on the Connections tab, including http or https for the POA SOAP URL.

Then, in the User List tab, select the box to "Enable Multiple User Processing Using a Text File". In the Users to Process box, type in the UserID(s) of the user that you are attempting to import the archive for:

Exit and save the configuration and then run the MigrationTool.exe and open the correct configuration file that was just saved.

The archive import should work successfully now.
