Situation
GroupWise external synchronization fails after configuring both systems
Each system has defined the other with direct links and the links show open when viewed in the HTTP page for the MTA
External system sync has been configured to send and receive domains, post offices, and users in each system
Initiating the request does not create the Post Offices as expected and no user information is transferred either direction.
MTA log file does show the following:

Resolution
In this case the destination: Main was the name of the external domain created to represent the other system. The problem is the name did not match the actual name of the domain.
In order for synchronization to work the external domain created in each system must match the name of the actual domain that already exists in the other system.
Cause
The receiving system cannot resolve a domain name destination that doesn't actually exist.
