GWHA does not restart GroupWise agents on SLES 15

Situation

As of writing this TID, GroupWise agents cannot be restarted via GWHA on SLES 15. 

Cause

Until GroupWise converts to Systemd for startups, gwha won't work on SLES15 servers.
