System update contents sync Status - Available even after deleting SU on Primary - Satellite fails cleanup and contents download fails

In some cases, after deleting a system update, the content is cleaned up from content servers, but the servers generate errors trying to sync the content.  One way to recognize the issue is that ZDC report shows missing content for the system update which was deleted.
