Gwmonitor reports secondary domain on a different server is unknown

The GroupWise primary domain and the monitor application installed on one server while a secondary domain up and running on a second server.  

The ability to move between the two domains in the admin console on either server works just fine.  

When going to monitor (<IP_address>:8200) it shows the primary domain, post office, and gwia up and running.  

It shows the secondary domain as being unknown.  The link trace fails to this secondary domain.  

The log shows over and over that <secondary_domain> is down even while it is up and running.  

The link from the primary domain to the secondary is set to Direct with TCPIP as the protocol.
