Situation

Replication of a workload into Microsoft Azure fails early in the replication process with error message:

An error was encountered while creating cloud resourcesThe remote server returned an error: (403) Forbidden.

Resolution

Verify that the time of the Migrate server is correct. Synchronize time with an NTP server if needed and run the migration again.
