Situation
GroupWise 18 release build
GroupWise 2014 R2 FTF 129020 build
Steps to duplicate:
1.Compose a new mail and attach a file such as movie with the & character.mp4
2.Send the mail.
3.Check the Sent Items folder and notice that the file has been reduced to 0 KB. The recipient is also unable to open the file.

Resolution
This issue has been resolved in both GroupWise 2014 R2 and
GroupWise 18. Please open a service request and ask for the
fix appropriate for your system
