NALwin prevents Windows 10 1709 from Shutting down or restarting automatically

ZENworks Configuration Management 11.4

Situation

Windows 1709 (Fall Creator's Update Edition) will hang on shutdown or restart, prompting the user to force NALWIN to close.
 
Note: ZAPP.exe in ZENworks 2017 is not impacted by this issue.
 

Resolution

Note: This issue is seen with many applications in Windows 1709, including built-in Windows utilities such as TaskMgr.exe.
 
As a Work-Around pending a Microsoft Windows Fix for this generic issue, provide the End-User Shortcuts or Bundles on the Start Menu to Shutdown/Reboot the device without the new "Application Recovery and Restart" functionality.
 
"Restart" Shortcut should call "Shutdown.exe /r", which bypasses this new feature.
Windows now Defaults to "Shutdown.exe /g" which enables this feature.
The default cannot be altered at this time.
 
"Shutdown" Shortcut should call "Shutdown.exe /s", which bypasses this new feature.
Windows now Defaults to "Shutdown.exe /sg", which enables this feature.
The default cannot be altered at this time.

Cause

Windows 1709 introduces new behavior so that previously running applications  are automatically restarted after a reboot or restart, if those applications were previously coded with the "Application Recovery and Restart" functionality to recover from application crashes or hangs.  Starting in Windows 10 1709,  Windows uses this same setting to restart applications on OS restart which is impacting NALWIN during shutdown and restart actions.
