Discovery Fails with Message "Package '...' cannot be found"

Situation

Workload discover or adding a workload fails with a message similar to ERROR: "Package 'XXXXXXX-XXXX-XXXX-XXXX-XXXXXXXXXX:X' cannot be found." This may occur after a fresh install of the product. 

Resolution

Ensure all the prerequisites have been installed and configured correctly and that the product was installed using the local Administrator account. 
If any prerequisites were not installed, configured correctly or the product was not installed using the local Administrator account, uninstall the product and install it correctly according to the product's installation guide. 
If the problem still remains, remove the PlateSpin server from the domain. 

Cause

All the prerequisites need to be installed and configured correctly according to the product's installation guide. 
A domain wide group policy may also be preventing the product from performing the needed operations to discover or add a workload.
