New Filter/Setting is Not Firing

Situation

: I've created a new filter (text filter, attachement type filter, etc), sent a message in that should fire on this and it didn't get blocked.

Resolution

:
If an email isn't getting blocked that you think should, the first thing to check is your exceptions list. Most likely you have an exception for the email address you tested with. You can find these under Scanner/Policy Management | scanner name | Exceptions | Source address (from:).
