Situation
When I attempt to access the Monitoring page of the Reporting and Monitoring Server, I get the following Java errors:

Resolution
It's a bug (7164) in the localization of the Reporting & Monitoring Server and will be addressed in Retain 4.0. The workaround is simple, though:
Linux
1. Add a line to catalina.sh that reads JAVA_OPTS="$JAVA_OPTS -Duser.country=US -Duser.language=en"
2. Restart tomcat.
Windows
1. Launch Configure Tomcat.
2. Go to the Java tab.
3. Under the Java Options section, add two new lines:
-Duser.country=US4. Save your changes and restart tomcat.
-Duser.language=en
