Unable to send externally when a user doesn't have a first/last name from webaccess

Environment

Novell GroupWise 2014 R2 Support Pack 1
Novell GroupWise 2014 R2 Support Pack 1 Hot Patch 2

Situation

In GroupWise webaccess, sending from an account that does not have a first or last name never gets sent.  

It works fine sending internally.

Externally the send status is always blank
