Situation

After having saved a Routing Slip in the Work In Progress folder, the sender is able to add recipients in BC and in CC

Steps to duplicate:

1.Create a new Routing Slip. Notice how no recipients can be added in BC and in CC.

2.Save the Routing Slip in the Work In Progress folder and open the saved Routing Slip. Notice how recipients can be added in BC and in CC.
