Situation

On SSPR forgotten password page "Username" shows in English instead of in the workstation language
Prompt for user login shows in wrong language

Resolution

Edit the username field as desired in SSPR Configuration Editor.

The username field is part of the form configuration, which isn't localized but is internationalized.
