Resolution
In DRA 8.7 and later, the DRA Health Check Utility (HCU) is used to install a new license key for use in DRA. Unlike in previous versions of DRA where this was done via the Delegation and Configuration console GUI or by using Add/Remove programs, the only way to install a license key for DRA now is by using the Heath Check Utility that is installed by default when you install DRA.
To install a license key:

Go to Start and select Heath Check Utility from the Windows desktop icons.

Under 'Checks', expand DRA Server and put a check in the 'License Validation' check box.

Click the double-checks icon (run selected checks)

Select the 'Fix this' option (if no license is present)

Browse to the license key you wish to install

Click Next. The HCU will install the new license and restart the NetIQ Administration service to load the license key.
