Devices still able to view / download attachments in WebAccess when it should be blocked

Attempting to block the ability to download attachments in Webaccess
Devices are still able to view / download attachments
Mobile interface does not honor "Attachment access control" settings to disable viewing of attachments
Users are still able to view / download attachments with their devices when using webaccess
