When this error occurs, assuming they are a non-federated user that is part of the Azure Active Directory, then try removing and re-adding the permissions on the application that's used for the PlateSpin Migrate application or delete the application from the new azure portal and recreate it in the old azure portal (https://manage.windowsazure.com). If you get an error when logging in to the old portal try using a different browser and be sure to clear cookies before logging in to the old portal. If this does not resolve the issue, try logging in to the old portal using a global administrator. If you still can't login contact support for further troubleshooting.
