Situation
Upon applying the patches above the following may be seen in ndstrace:
SYNC: [2016/07/15 11:04:50.55] **Processing incoming value for attribute .Transitive Vector.[Attribute Definitions].[Schema Root]
RECM: [2016/07/15 11:04:50.55] SMI Error Code = failed, 49213 (0xc03d)
SKLK: [2016/07/15 11:04:50.58] Sync - Process: End Update failed, no transaction is active (-770).
The issue is seen only if the following conditions are met:
1, The outbounding server that is patched only has subrefs of partitions holding the the ncp servers it is sending to.
2. The NCP server objects are located in different partitions.
