Situation

Why may a patch be listed on patch policy rules tab but not patches tab?

Resolution

The Rules tab on a Patch Policy always shows all patches that match the rule criteria, whether or not the patches are applicable to the devices listed on the Patch Policy Relationships tab.
After a rebuild of the Patch Policy, the Patches tab shows only the patches that are applicable to the devices listed in the Relationships tab.
The "Patch Policy uses only applicable patches" does not affect which patches are shown in a Patch Policy's Rules tab. When enabled, this option makes sure that the bundles created from the Patch Policy only include the patches that are applicable to the devices. 
The "Include not applicable patches" setting does not affect the patches displayed in the Patch Policy Rules tab. In other words, even if the option is not checked, the Rules list shows all patches (applicable and non-applicable) that meet the rule criteria.
