How to change default compose view of GroupWise 2014 and 2014 R2 Windows Client to show the CC and BC fields for all users

The default view for the compose window in GroupWise 2014 and 2014R2 shows only the To field and the CC and BC fields are collapsed.  How can an Administrator change the view for all users to show all fields?

If the Administrator has access to tools that will allow changes to the registry on individual workstations, the key HKEY_CURRENT_USER\Software\Novell\GroupWise\Client\Setup\ShowHideFromToCCBc can be changed to have the value of 30.  (The default is f0)
