Upgrading NAM 4.2 on Windows 2012 fails when SNMP service running on Windows

Environment

NetIQ Access Manager 4.2
NetIQ Access Manager Administration Console running on Windows 2012 R2

Situation

NetIQ Access Manager 4.2.0 installed and working wel. The Administration Console (AC) and Identity Servers (IDP) were running on seperate Windows servers, and the Access Gateway A(G) was running on the Appliance platform. The Windows SNMP services are running on Windows 2012.

After starting the AC upgrade to 4.2.1, many warnings were displayed on the console eg. "error opening display file xxx; the file may be in use) where xxx includes slp.dll, dclient.dll, ndssnmp.dll, etc. Clicking the option to skip the warning allowed the install to continue and claim the product was successfully upgraded even though the ni.log showed the fatal errors for the NDS part.

After restarting the server, admin could not access iManager. The TCP ports for iManager were not ina  LISTENING state (netstat -an output) because the eDirectory/LDAP service doesn't start up cleanly. Note too that the admin cannot re-run the install as the script can't log into eDirectory.

Resolution

Disable the SNMP service on Windows and uninstall and re-install.
