Situation
When starting the JDBC driver the following error is received in the trace, and the driver shuts down.
10:01:37 3A8 Drvrs: JDBC ST:Successfully processed state change event.
10:01:37 8F8 Drvrs: JDBC PT:Unhandled Exception: java.lang.AssertionError: could not rename file
10:01:37 8F8 Drvrs: JDBC PT:java.lang.AssertionError: could not rename file
If you remove the driver state files, the driver will startup and run.
However, if you restart the driver it will fail with the above error.

Resolution
This issue is resolved with the JDBC Driver 4.0.2.1 update which will be available at https://dl.netiq.com/patch/finder/
