error when launching console on Windows 7

Environment

NetIQ Secure Configuration Manager 6.X

Situation

The error "Failed to create ScmClient. Class not registered" occurs when launching the console on a machine with Windows 7 installed.

Resolution

After installing the SCM console on a machine running Windows 7, a reboot allowed the console to launch with no error.

Cause

Some files were not properly registered until a reboot occurred.
