CLE Forgotten Password Link Not Displayed on Windows Login Tile

Situation

The CLE  "Forgotten Password Link" does not show on the login tile for Windows 8 and newer
Forgotten password link is not available until after the user enters incorrect login credentials

Resolution

This is working as designed.  Beginning with Windows 8 changes to the Windows operating system necessitate this change.  The CLE 3.9 Documentation at   https://www.netiq.com/documentation/client-login-extension/idm_cle/data/bg4sx16.html includes the following note:
NOTE:  On Windows 8 or 8.1, the Forgotten Password link is not available on the user's tile by default. If you log in with incorrect credentials, Windows displays invalid username and password error message. Click OK to goto the login screen where you can click the "ForgottenPassword" link. Click this link to retrieve or reset the password.
