Situation
CLE prompts for Challenge Responses even when "Force user for challenge response enrollment" is not selected.
User is prompted for SSPR challenge responses even though "Force user for challenge response enrollment" is unchecked.
User is prompted for SSPR challenge responses even though "Force user for challenge response enrollment" is unchecked.
Resolution
This is working as expected.
If "SSPR configurations" is enabled users who have not yet enrolled in SSPR will be prompted to to answer their challenge questions regardless of the value for "Force user for challenge response enrollment." The option to "Force user for challenge response enrollment" simply determines whether or not the prompt for challenge responses can be bypassed or not. If this option is not selected users will be able to cancel past the prompt for challenge responses and proceed to the desktop login.
