ZCM agent adds ZPM component without language files

Windows management devices are installed with a non-English localized language which are Chinese, French, German, Italian, Japanese, Portuguese or Spanish.
Such managed devices have been registered before activation of ZENworks Patch Management.
The ZCM agent's component manager installs the ZPM agent component after activation of ZPM.

Symptom:
ZPM related information is displayed in English instead using the respective language.

The %zenworks_home%\lang folder is missing the PatchModule_*.dll language files.

Doing a complete new ZCM agent install after activation of ZPM installs the language files as required.
