Multiple users get Error 9522 Access to user "username" denied when logging into webaccess

Various users could no longer login to GroupWise WebAccess. The following error would occur even when the password was correctly entered:

All users were allowed access to WebAccess by one distribution list in the gwac.xml file. As seen here:

This distribution list had it's visibility set to none. It also had the option to" replicate according to visibility set." To fix the issue, change this Replication Override setting to "Replicate everywhere regardless of visibility".
