IDM 4.5.1 update error: Failed to load Main-Class manifest attribute from iac-datasource-factory-1.0.0.jar

When trying to run the java "-jar iac-datasource-factory-1.0.0.jar newpassword" in section 1.1 of the NetIQ Identity Manager 4.5 Service Pack 1 - Identity Applications Release Notes, the following error is received: 

Failed to load Main-Class manifest attribute from iac-datasource-factory-1.0.0.jar

You have to install the patch first per section  3.0 Installing This Service Pack first before running the command in Section 1.1 Updating a Password for a Database User on Tomcat

The installation instructions include steps to remove the current iac-datasource-factory.jar file(s) and install an updated iac-datasource-factory.jar file.

The updated iac-datasource-factory.jar file was not installed prior to trying to encrypt the password.
