Resolution
Remove IIS from the server or change the default port (80) used by IIS.
Cause
Microsoft IIS (Internet Information Services) was installed. It appears that it is enough for it to be on the system; it does not to be configured or enabled.
Additional Information
There have been reports that IIS had always been present on the system and that it coexisted perfectly well with the ZCM Agent prior to version 11.3.1 and the problems first appeared when 11.3.1 was applied. This may be the case but it is not possible for both IIS and the ZCM Satellite roles to function correctly together as they both default to Port 80.
netstat did not always show that Port 80 was already in use.
