iPad users cannot access drop down to select SSPR challenge questions

Users cannot activate the drop down from which to choose challenge questions
When trying to use the drop down to select security questions, new users do not get a list of questions.
Problem occurs with Safari, Web Explorer, perhaps other browsers too

Workaround:  hold finger on the dropdown tab for a few seconds, then release.  The dropdown list will show.
