Situation

Upgrade of OES2SP1 DSFW server to OES11SP2 launches wrong provisioning window

Resolution

Add at the bottom of the /etc/opt/novell/xad/xad.ini file 
PROVISIONED = YES

Cause

The issue is due to unavailability of a configuration parameter "PROVISIONED = YES" in xad.ini file
