Situation
External Service Policy has problems enforcing them when two assigned policies have similar service names, both starting with the same characters sequence, up to a space. Apparently the policy truncates the name up to the first space, throwing away anything after. This causes a second policy not being applied if a previous policy has a similar starting name.
Cause
Reported to Engineering.
Additional Information
Workaround: don't use spaces in the External Service Policy name.
