Situation
Not possible to create a Windows registry value with name Default using a Registry Edit bundle
action.
Resolution
Workaround:
You can have a registry value called default created by a Registry Edit bundle action. It is not possible to straight forward add a registry value called default to a Registry Edit bundle action since ZCC will give a prompt that the name needs to be Default. But it is possible to import a reg file specifying a lowercase default value.

Cause
In ZCM, if a Registry Edit bundle action contains registration
contains a registry value called Default, it is hard coded to update the
(Default) value in a given registry
key instead of creating a new Default registry value.
