Credentials stored in CASA were correct and other services using the same OESCommonProxy user and password were loading without any problems. After changing user/password in CASA credentials and deleting server object the dhcp service still failed to load with same message.

dhcpService object was corrupted.  As a test, a service object was created and linked with the correct server and locator object and then the novell-dhcp service was reloaded. To resolve the issue using DNS-DHCP Java Management console:
1) Export the current service configuration.
2) Delete current dhcpService object
3) Import the previously exported content
4) Start novell-dhcp service.

Power outage the day before appeared to have corrupted the dhcpService object.
