Why doesn't the gwadminservice restart when issuing an rcgrpwise restart?

Currently on either a straight SLES server or an OES11 server, when issuing an rcgrpwise restart only the MTA, POA and GWIA running on that server will restart.  The gwadminservice will not restart.  

This is working as designed.  The reason behind this is that if the GroupWise Administrator is in the admin service doing something else, the restart of the agents shouldn't take down the admin service.  There are two ways to restart the gwadminservice.  The first is to do an rcgrpwise stop / rcgrpwise start or to do an rcgrpwise restartall
