Situation

When attempting to register a SLES or OES system with an activation code the following error is given: 
ERROR: The regcode is locked by another email address.
Registration failed.(99) 

Resolution

The email address that is being used to register is not associated with the Novell Customer Center account for the activation code. 
Login to Novell Customer Center and add the email by going to
Administration -> User Management
