Event Manager: NOC service must have permissions when setting up a Source using tail file to network drive

Event Manager: If Set up a Source using tail file to network drive on Windows, the agent will not be able to access to source displaying “All specified source files not found”, for two reason:
1. UAC “User Account Control” is enabled
2. Operations Center services is not started from Command prompt

If specifying a tail file on a mapped or network drive, the Operations Center service account must have permissions to access the file by running/starting the Operation Center services from Command prompt as Administrator besides User Account Control (UAC) settings must be disabled. Without these permissions, the source will be unable to access the file.
