DSfW: Can not create or samify users after removing replicas off of ADC server

Situation

1. Removed Domain root replica from ADC
2. Added back the domain root replica to ADC.
3. Using pgo utility fails to create user or modify users or samify users

example:
pgo -t user --add pgouser2

Resolution

Restart ndsd after removing and then adding back the domain root replica to the ADC server.
