Situation
Only the "Platform" System Requirement prevents bundle content from being downloaded as part of the "Distribute Files" action.
Resolution
This is intentional behavior to allow for the bundle to be quickly installed when the System Requirements are met in the future as part of the "Distribute Files" action.
Disabling the "Distribute Files" action under the "Distribute" tab, will prevent ZCM from distributing the files in advance of the application install.
The files will still be installed when the install action is called.
