Error fffffa27 when changing user's password

Environment

Novell Client 2 SP3 for Windows

Situation

When attempting to change their password, users receive the error:
LOGIN-LGNWNT32-710: The password could not be changed. Error fffffa27
User accounts cannot successfully change password.
Users eventually run out of Grace Logins and are locked out.

Resolution

Forced time synchronization with a valid NTP source.

Cause

eDirectory time is out of synchronization.
