Situation

SLA information for creating and recording data on new element can be confusing as far as start time.

Resolution

When a SLA is created by a user, the system gathers the last time the element
condition change occurs and "starts" the new SLA at that point in time.  If the
element has many element condition changes occurring, then the time when the
user creates the SLA and the system records the start of the SLA is very small.
 If the element doesn't have many condition changes or the most recent
condition change occurred far in the past, then the SLA will have data farther
back than the time the user created the SLA which may be confusing.

In many/most cases this will not occur, but can occur in the above case.
